OBD PLUG ISSUE

Hello everyone and Happy Holidays! I have a 95 bonneville ssei woth an OBD2 plug. When I have a check engine light nobody can read the codes, they can read other data but cannot get codes, I even had a friend try with his $2000 scanner and it would not read. If any one can help with any ideas or if anyone knows what scanner I can buy. Thanks for the help.

You can look for an Actron 9145 scanner --probably only available used on Ebay--or buy a Tech 2 .
94 and 95 are often referred to as OBD 1.5
