Ok, i've heard this noise coming from my engine for some time now, and i went to a mechanic and whenever I went there it wouldn't ever do the noise... well anyways, now it's doing it again (it stopped for the LONGEST time) but now, IT'S BACK!!
-The noise that i hear is "ssssssssssssssss" like metal scraping or something idk
-whenever I turn my Max AC (idk about regular AC) on it stops
those are the two I know the most about

That sounds like the clutch on that Air conditioner compressor, turn on the A/C and see if the clutch engages, when it does see if that noise goes away, you don't have to even put in on max. Also when the A/C clutch is not engaged see if there are sparks coming from it. I can see by the video that the clutch is not engaged.
From the last 14 to 9 seconds of the video you are showing the A/C clutch.

Then it would appear that your clutch on the A/C compressor is in need of adjustment or replacement, most likely replacement. Most shops won't adjust, they will just tell you it needs replacement.
Don't ask us, ask the shop. Unless you want to do it yourself, then that's different, but we don't hold a labor cost database.

We have no idea what that will cost... Or how long it will take... And each shops rates by the hour are different.. we have no clue... You'll have to talk to the shop and see if they will adjust the clutch for you and what they will charge if they do..
No i'm serious when I say - not for labor, I wanna know how much the cost is for the ACCClutch and even if i can't do it myself I personally know a mechanic that will do it dirt cheap, i just wanna know how much that new piece is..I'm guessing it runs around 50 dollars?

I had a shop re adjust mine. I can't remember how much I paid since it was in for other things also. All I can say is that it is rattle free after adjustment

I had the same problem and the shop simply backed the clutch off of the pulley it was rubbing against when the compressor was off. No big deal and no big bucks.

How is it that you can tell wether the AC clutch is engaged or not?

At the very end of the A/C compressor where the pulley goes around the belt... that is where the A/C clutch is. When the end piece (clutch) of the compressor rotates in sync with the pulley then it is engaged, when the end piece does not rotate then it is not engaged. You will actually hear the clutch engage if the hood is open and you're looking at it.
Oh! I thought it was the pulley, engaged or not, always rotated, and were the compressor to be in use, an electromagnetic clutch would engage the pulley to the shaft in the AC compressor housing.
