wheel offset and recommended tire

wheel offset and recommended tire

So, I'm thinking about purchasing a new set of wheels because my old Sport edition kv5s have pretty much had it. Currently I have 245\40\20 for tires and the wheels I'm looking to purchase are 20x9 with an offset of +38.

So my questions are will that particular offset make the wheel less or more flush within the finder? Should I go higher or lower to make the wheels not poke out as much and will there be any problems mounting them on a 245 tire?
