Why are the fuses not where the manual says they are suppose to be. Every one seems to be mixed up.

Hmmm.
The panel cover usually has a map for size/use inside, so you can see what circuit each one protects. I am having an issue with the ABS/TC pump, so I had to pull the main fuse for that system. The cover was tough to get off, located at the top of the firewall in the engine compartment. Is that the fuse panel you are referring to?

The manual will tell you where they should be. Why they aren't there is a question for the previous owner or mechanic.

Yeah I think KM Axer has a good point. There are 3 main fuse locations on the mid 90's Bonnies. Under the drivers dash, under the passenger dash and along the very top of the firewall on the inside of the eng bay. Plus there are numerous inline fuses. I noticed the same thing I think you're talking about: the fuse panel diagram on the lid shows a 10 amp fuse in such and such location for example but thats not what's there. The FSMs are very helpful for this. If you're going to work on your car I definitely recommend getting a set. Even within a model year there are changes in design and the fuse diagrams don't alwaysgetupdated.

Note if you pull the injectors to obserbe fuel delivery...make sure you leave the plugs in and disconnect the ign. Believe me
