Can't get Heater/AC vents to open

Can't get Heater/AC vents to open

I have a '97 Pontiac Bonneville SE 40th Anniversary Edition that I can not get the heater/AC vents to open but the defrost works. Someone told me there was a vacuum line that operates the vents but I can not find it. Does anyone have any suggestions? I am tired of riding around Mississippi with my windows up in the summer making people think I have the AC on.
