I've been thinking about it, or does the '99 SSEi already have them?

Definitely Not the Same Idea, but if you don't know what Side skirts are then here you go.

Not the same because it's from a honda civic, and everyone knows civics are the riciest

And I want side skirts because I wanna cover the underbody LED lightbulbs, sometimes you can see them.

SSEI have them, but they dont go lower than the car. What they do is to make it wider.
you could use a flat piece of black plastic & attach it to the bottom of the car, or get some custom ground effects done.

:laughing3: Guess he needs some fish sauce on his rice. J/K razr... I would mask off the lights and paint the side you don't want to be visible, undercoating would work good. Or you could get electrical tape and put it on the side you want to block any light coming from.
