Found it???!!!!
Here is a video that is spot on for the noise my car is making and it just happens to be a 99 Grand Prix. He's saying that the noise is a bearing on top of the front strut that allows the strut assembly to turn as you turn the wheel. Has anybody heard of this?http://youtu.be/6jwSv1dL2EI

When does your car make this noise (Video of your car making the noise???)
I've heard strut mounts go bad, it's a squeak noise in time with bumps in the road.
I had a bearing in the strut on my LeSabre go bad, it just made it hard to turn the wheel, no noises.
If it was the bearing, I think it would make the noise even if it was stationary and you turned the wheel back and forth. It's hard to say, there's too much other weird noise in that video. It sounds like a hollow metal object is rattling against something. Remove the strut tower covers, and watch the strut nuts when you turn the wheel back and forth while parked. Perhaps you can see if they have excessive movement? Also check the C/V's for backlash?
That clicking sounds too flimsy to be anything solid.
