blinkers not workin

Its been raining heay the past few days up here in buffalo. I noticed my blinkers aren't blinking there staying lit... so im guessing its not a fuse? I also lost the blinker arm return after turning a few months back. Possible link? The rear driver tail lens is busted (can't find replacement at junkyards)

Check the "flasher" that's located under the dash board...

As far as the link between the lights not flashing and the return not working on the signal arm...not positive, but the turn arm should just be sending the signal to the lights through the turn "flasher"...the "flasher" is what makes the lights blink off and on.

Do you hear "ticking" when you turn your signals on?
