climate control issues

Ive had this issue for a while now...I had my car in for ac service probably about 2 summers ago. They replaced clutch,compressor and the control module. Well the control module would not change modes to heat, floor,defrost etc...I have been manually moving the temperature myself by removing the actuator and manually moving it. I have replaced both the door actuator and the temperature actuator as well as the control module, but it almost seems like neither of the actuators are getting power. When I change modes and if the actuator is connected to the harness it should be rotating correct? Any help would be appreciated
