Passing CA Smog
Afternoon guys, it's looking like I may have to put the factory exhaust and intake back on to pass CA smog (I still have both for this reason). I'm trying to find a shady smog guys but it seems CARB has them running pretty scared these days. So I'm looking for some CARB legal exhaust that I can use. Can I port my exhaust manifolds or anything like that? So long as it looks stock I will be fine, but my shiny ass headers wont fly. What ideas do you guys have up your sleeve?

Anything after the post-cat HO2S is purely noise abatement and has no impact on emissions. So I'm not sure what the issue is on the exhaust side. For the intake, if you don't have a CARB# for it, just swap it out until after you test.

And IIRC CA is pretty strict about having out-of-state cars owned and driven by residents. I know there was an article this morning about MN cracking down on cars registered under "shell" companies and LLC's to avoid paying taxes...

Cali is strict on everything. I don't get it.
The vehicle is run by a LAN now. That LAN monitors everything. If that LAN is operating properly, all readiness monitors are online and ready and no current DTC's, there shouldn't be any further testing needs other than visual checks for safety purposes (headlights, tires, etc...). Cali does exempt some of these LAN based cars... If it is under 6 years old, no test is needed and you can pay $20 for an "abatement" certificate. Well, these LAN run vehicles are now past 6 years old. Anything 2005 is now ~10... So you can exempt them too. OBDII before that is the same thing, just without the LAN layout. If it's working, no further testing is needed.
You know what, reading OP's original post. I must've missed the headers thing. Unless you have a CARB certificate for them, they ain't legal. Not much more one can do/say about that.

Other than making them not shiny and trying to hide them behind fake rusty heat shields - which is probably not going to work anyway...
Not sure how much this would help your case:
TOGs have the EO making them legal on grand prixs, so maybe you 'replaced the engine with one from a grand prix'?

the car is beyond its original Emissions warranty..
* Air box is a must for testing, I don't think anyone makes a CARB legal aftermarket air intake for a bonniville
* Ported Exhaust manifold will fly no problem. I would bet a ZZP Plog would pass as well as it is a stock replacement that doesnt alter any emissions items... Would paint it with high temp black paint tho to hide it, its kinda blingy. don't think a set of headers will pass CARB inspection.
* 3" Downpipe with a CARB certified cat... (ZZP can add a CARB Cat in for you if you talk to them for extra $$ over the standard cat) or do a Offroad pipe and have a CARB Legal Magnaflow cat added. and keep the paperwork for the cat showing its CARB legal. Must keep rear O2 sensors installed and active in the ECU.
