Runs Rough after getting wet

I have a problem with my 00 SSEI, keep in mind i have over 213k miles on it so its no wonder somethings are starting to go wrong. It started last year when i would take my car through an automatic car wash, for the next few days it would run very very rough to the point it would almost die. But the strange thing is that it was very consistant. It would idle just fine but then start chugging after i started driving and only for a few minutes into the drive. This would only happen at anything over idle to half throttle. Anything after half throttle it would surge to life and I would be on my way. After a couple days of driving around (presumably after things dried out) the problem would be gone completely. My solution to the problem was just to hand wash the car and it seemed to work fine as long as i didn't use a pressure washer or automatic car wash. That was up until last week when i left it outside the garage in a heavy rain storm and it started acting up in the same way when i went to drive it next, and now it has begun to to act up after i hand wash it with a regular garden hose. Any help or suggestions would be appreciated.

The most common cause would be faulty ignition wires, when were they last changed?

The wires were replaced a year and a half ago its on my list of summer maintence

Did this issue start after the wires were changed? Assuming they are not damaged make sure they are fully seated on both ends. A good way to check for arcing would be to mist the wires with water (at night) and check for a sparks.
