Twilight Sentinel Problem

My Twilight Sentinel system in my 1997 Park Avenue does not work, The headlight switch on the dash is brand new but the system just does not function. I have no headlight problems, like I've heard other people sometimes have when the system fails. Does anyone know how to correct the system? I have access to a soldering gun, and just would like to fix it. Is there a module somewhere in the dash?
