Penny does this too. It REALLY annoys me. Cleaning the IAC sensor on the TB did a little good. Apparently cleaning the TB itself will fix the issue itself but I haven't found the time to do it yet.

This voltage surge has happened to literally every 3800 I've ever had contact with, with the possible exception of the L26. I'll know more about that next week-ish. But yeah, no clue what causes it or what fixes it. Voltage increasers don't even stop it.

Or your HVAC? The A/C compressor cycles on and off on a regular basis, either of these things could be what you're seeing.
