Hard to Turn - But only going right

My 2001 SSei has had a steering issue for a while, and I'm finally getting tired enough of it to see what might be involved to get it repaired.
Most of the time when turning right, it's as if the car has no power steering and it's really difficult to turn. Every once in a while it turns easily like it should all the time. Turning left works correctly all the time.
Is this an issue with the rack, the p/s pump or something else? If it is the rack, how much of a job is it to replace?

First make sure everything is tight, especially the rack. A loose bolt on the rack will play hell with a lot of stuff.

My 2000 SSEi did the exact same thing as yours. It was a bad rack and GM let me know that it is common to loose right hand turning in our cars. I picked up a low millage rack from a junk yard for $65 and have not had a problem since.

It not that hard to replace just be very careful when loosening the lines from the rack to not strip them.
