might be worth looking into reporting that intersection and seeing about pushing for an all way stop or better yet..a *dang* street light!

ODOT (Oregon Department of Transportation) will not allow a stop light or sign in that direction. They don't want to impede traffic exiting Highway 99.

I've driven that route for 3 years now, at least 6 days a week. These are the closest near misses by far in that time.

I couldn't figure out why that intersection was designed that way before. It seemed illogical to give traffic making a left turn the right-of-way. Knowing there is a freeway there explains that. If they insist on that set up, they should put a flashing red light and rumble strips.
That said, here in BC we don't have issues with putting stop lights at the ends of freeway exit ramps. If they use those sensor pads in the road, they can optimize the traffic flow to keep it green for the traffic exiting the freeway until a vehicle is waiting to proceed straight through.

I don't remember even seeing sensor pads in Oregon. Too expensive. They don't pay enough fuel taxes and prefer the cheaper fuel price.

Paul, every single lighted intersection has pads. They're hidden wire loops under the asphalt. You won't find an intersection without them.
