Best glue for Cardboard above headliner??

What is best product to reglue/readhere the cardboard to the inside of the roof of my non-sunroofed SE.
It has come off in a number of spots and hangs down, now that the headliner is off for refurbishing.
Was thinking this 3m urethane seam sealer could work:

If it's the fabric letting go, gluing it back won't really work. The fabric has a foam back that gets adhered to the fiberboard. Once the foam deteriorates, the fabric falls and it's a mess that doesn't stick back together anymore with any adhesive.

Thanks, but I'm already replacing the headliner.
This is the cardboard that's affixed inside the roof on non-sunroof models.
Kind of shocking to find cardboard glued to the roof but it is that way from the factory.

I've recovered many non-sunroof headliners and never glued the cardboard back up. I think it aids in the assembly process but isn't necessary. There are plenty of other points holding it up.

Thanks Haro and 95naSTA.
I'll probably figure something out to tack the dangling portions back up just to avoid possible cardboard scraping sounds above my head when hitting bumps.
The roads around here are poorly maintained, so bumps are ubiquitous.
