Where to get them? How much should I expect to pay to get them...

I ask because evidently my local Lowe's is supposed to be able to copy the keys however due to operator error I was sent home with keys that look right but do not work.... AXXESS 14R3 is what they sent me home with.... I was suspect from the 2.59 a key...

They sold you the non-programmable/non-transponder key.
Far cheaper than what you need, unfortunately
Here's the key you need:
https://www.lowes.com/pd/Hillman-Brass- ... k/50296811
B99-PT5 is the key blank, should the link fail.
I should add that the $40 price tag includes the programming.
I always drive the vehicle I'm getting a key for to the store.
Immediately upon exiting the store, I make sure the key works.
I have learned this via the "Once burned, twice shy." method.

At $40, it's a steal compared to the price that local locksmiths charge.

you can get them on ebay too for less than that (just make sure and use a reputable seller with a high sale count and good history of selling/shipping correct parts:

https://www.ebay.com/sch/i.html?_from=R ... T&_sacat=0

Programming the key can be done yourself :

Adding Keys (Domestic)

Important:
• To initiate, this procedures requires that a learned master key be available.
• A total of 10 master keys or valet keys may be programmed to a single vehicle.
• This procedure adds keys only. The procedure does not erase previously learned keys.
• The keys to be learned must duplicate the mechanical cut of the current key.
• If more than one valet key is to be learned, immediately precede each valet key with a learned master key.

With a previously learned master key, turn ON the ignition, with the engine OFF.
Turn OFF the ignition and remove the key.
Within 10 seconds insert the key to be learned. Turn ON the ignition with the engine OFF. The vehicle has now learned the new key.

OR - if you don't have any master key (not likely assume you have one key that starts it and opens all the doors etc):

30-Minute Relearn Procedure

Use this procedure after replacing the following components:

The passkey III (PK3) keys
The theft deterrent control module
The PCM, see important above

Important

This procedure is not available on vehicles equipped with option code (Z49 or BAE).

If replacing a theft deterrent control module with an GM SPO Replacement Part, perform the procedure to setup a new theft deterrent control module prior to the 30-minute relearn procedure.

With a master passkey III key [presumably the one your just bought and had cut to match your key] (Black - I believe the valet keys are gray), turn ON the ignition, with the engine OFF.
Observe the Security telltale, after approximately 10 minutes the telltale will turn off.
Turn OFF the ignition, and wait 5 seconds.
Repeat steps 1-3 two more times for a total of 3 cycles or 30 minutes.

Important

The vehicle learns the key transponder information and/or passwords on the ignition switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.

With a master passkey III key, start the vehicle. The vehicle has now learned the key transponder information and the PCM has now learned the fuel continue password.
With a scan tool, clear any DTCs.

hmmm....I didn't think about driver 1 or driver 2...I'm going to try something as I just did this procedure to a new key today...let you know if I figure out how to make it driver 1 or driver 2 specific.

well, I don't have key fobs right now, just keys and neither of my keys when inserted into the door or ignition (and turned on) change the user from whatever its set at via the driver1/driver2 switch on the door.
