Fuel Gauge issues (not fuel sender)

I've replaced the entire fuel pump assembly on my 04 and I still get the erratic levels (sometimes full, empty, half full, quarter full etc) it also looks like the needle in the cluster struggles to move. And it also does not sweep entire length of the dial (from empty to full) when starting the car (like the oil pressure, battery, and temp). My guess is the stepper motor is shot, can anyone confirm/reassure me of my suspicion?

Given that the car is a 2004, I would agree with your guess on the stepper motor.
