For a little bit now i have heard this noise coming form the engine and we know its the pulley that is connected to the snout. I am wondering if there is a place where they sell the pulley by itself to replace it. Also any other ideas will be welcome too.

Intense, ZZP, and probably a few others that have smaller Hi-po versions including a modular setup. Otherwise, GM sells them...
I don't think I have any of mine anymore.

ZZP sells the stock 3.8" pulley for $10.
However, I guarantee that nothing is wrong with the actual pulley. It's either the snout bearings or the rotor bearings. Cheapest to just replace the SC.

My first question was going to be "did you check the S/C oil to see if there was any in there" figuring a bearing failure would be due to oil loss or high load on the snout, but figured I'd just answer the question.

Few months ago I filled up the oil for the SC but the noise keeps going. So im not sure what it is. When i put some WD 40 on the side of the pulley it stops the noise for few minutes but then it goes back again.
