I'd like to diagnose this problem without removing my dashboard if possible. It's not fun to sit and work in a car in 95+ degree heat.

A/C on Max, blower on high, for a while it's nice and quiet...but then it starts making a noise. The noise is similar to maybe a card in bike spokes...like something is hitting the fan. I tried capturing it on video, but it's not even noticeable upon playback. It sounds like it's something IN the dashboard. Any clues?

Take out the blower and see if there is something in it.

You should be able to pull the blower from the firewall in the engine bay. If it is like my 95 that is.
