96 Silverado hazard lights don't work

I just had to replace the ignition switch on my truck because it was causing transmission issues. While I was in the column, I figured I would try to see why my hazard lights don't work. They haven't worked since I bought the truck.
When the hazard switch is in the normal "off" position, the turn siginals work fine.
When the hazard switch is in the "on" position, the turn signals do not work at all.
I did some reading on another forum, and read something about their being seperate flashers for the turn signals and the hazard lights. It said that it would be just dangling under the dash by the drivers feet. I found this, but its only the door lock relay:

I dug around under the dash, and only found one "combination flasher".

I replaced this with a junk yard unit and it didn't do anything.
Anyone know where I might find the hazard flasher, or what could be wrong?
