Are you sure you're going into the right receptacle? If you try going into the wrong buckle, it won't always work...

No like for a car seat it won't do the clocks when it retracts to strap the seat

Not sure about 2001 but my 02 has tether so maybe thats why????? Dunno
Check the owners manual if you have one.

You should be using the 3 harness points that are designed for buckling in a car seat. I think the 01's have them.

My 02 has the tethers and it dose NOT ratchet when you pull them all the way out as well, I think its designed to use the 3 point as others have stated :D
My kiddos are strapped in with the tethers... And the have yet to to go flying into the front seat or out the sunroof :D

The seat belts only ratchet tight under pressure such as when you stop fast or pull it out really fast. You should be using the harness points to strap the car seat in because then the seat is held tight and does not move around. In a car seat the child is strapped into the seat, and the car seat is secured to the seat itself kind of like a hitch is bolted onto the frame and the drawback is attached loosely with large pin.

What I was getting at with the "ratcheting" is that on a 99 Monte Carlo for example, it dosen't have the tethers and if you pull the belt all the way out and let it back in slowly it "ratchets" as to not allow you to pull it back out until it retracts fully... So you can put a car seat in tightly so that it dosen't move when turning.
With a ratcheting style belt, it will lock you into your seat back tightly, it happens to me dad all the time and its funny, as when you struggle it tightens more

I tell him that his Monte loves him and is just hugging him tightly out of affection.
