possible heating problem

Our 98 Bonny SE was taking awhile to heat up so I put a new t-statt in. After that the car seems to get close to normal operating temps and the heat blows better. Before the car would get so warm that you would have to turn the heat off during long rides so I drove the car a good distance and felt the hoses, what I found is that the top hose gets warm and the bottom hose stays cool.
Does it sound like there is an obstruction/clog in the heater core?
