possible tail light malfunction and error code 1651???

Hi. I have a 97 SSE, and the instrument cluster is stating that my tail lights are out. I have confirmed that all bulbs are functioning properly. Are there any fuses or relays that I should be troubleshooting as well?

Also, I just picked up an error code of 1651. It triggers the check engine light, but the light doesn't stay on too long and seems to be pretty random. It just started doing this a week ago. I took it to Autozone and hooked it up to a scanner and was told that there is an open circuit somewhere.

as for the tailights, they have a fuse and a parking lamp relay which would also include the rear tailights, i would recommend checking your fuses and relays first.
the p1651 error code means the following for your car:

Fan 1 relay control circuit

start with fuses and relays relating to your fan. good luck with the electrical problems, if need any diagrams let me know ill see what i can do.

Did you check the license plate bulbs?
