No Driving or Fog Lights

1999 Buick Regal GS
Driving headlights don't work, but my High beams do. I thought it was my bulbs, so I changed them. Nope, still don't work.
Same with my fog lights, I changed those as well.
Then i checked all my fuses, everything is A. O. K.
I am not quite sure where to look to next.
Any ideas or answers would be greatly appreciated.

Still really need help.
I haven't had the chance to go pick up my Haynes book from my grandparents place yet.
Thinking it might be a deeper electrical issue.

What exactly is not working? The daytime running lights, or your headlights? If your headlights, do they work with the switch instead of just by the light sensor? A quick check shows nothing in common between the headlights and the fog lights. Even the grounds are different. As you've checked every fuse, check some of the relays. Check to see if you are getting power at the fuses and relays, and if so, try to follow the wiring to try and find out where you lose it.

The light sensor nor the switch turns them on. I don't have DRL, the Regal uses just amber lights during the day and then supposed to use headlights at the usual dusk.
How do I go about checking the relay's and maxi-fuses? I was unable to pull any out, seemed stuck right in there.
I will have to check the wires sometime this weekend.

I knew the '98 Regal was that way with the lights. Didn't know if they made a change in '99. The maxifuses can be tough to pull out. It may not be necessary, however. If you look at the top of the fuse, you'll see a little metal tab on each end. You can measure for voltage on each of those tabs. The easiest way to test a relay is to find another one in the box that is the same. Swap them around and see if there is any change.

Hmm, my fog lights are now working. Headlights still not. I will definatly try that though.
