Am I reading correctly that if you Seafoam through the vacuum lines that you MUST change your plugs (and wires if you're doing that) and fuel filter and O2 sensor?

Fuel filter wont matter with the vacuum treatment.

02 sensor will get bombarded with the carbon that leaves the engine through the exhaust, same for your catalytic converter.

Katalystxxl18, can you please check the date of the last post before digging an old dusty one up? It's best to start a new topic with your question and refer back to this one via a link if it's this old.

Your plugs and O2 will be a necessity, unless you remove the O2 first. If the O2 is over 50k miles old, or you don't know how old it is, or if it's a not an AC Delco or Denso, it should be replaced anyway, in which case you can leave it in, smoke it, and replace it with an AC Delco or Denso.

The wires won't need to be replaced unless you damage one in the process, or they're of an age they should be done anyway. If that's the case, go with Belden Premiums from NAPA. They are the most preferred wire on this Forum, carry a lifetime warranty, and power over half of the 25 quickest Bonnevilles in North America.
