Just bought an STS now it wont start

Just bought a 99 STS. Let the problems begin.

So I was cleaning it out Saturday night and killed the battery. I bought it with a junk battery. Jumped it once and got it started. Died again, put a charge to it and could not get it to do anything. No starter clicking, nothing. Bought a new battery last night and still nothing. Put new relays in the start 1 and 2 and it started. However I think that was happenstance that the new relays actually did nothing because this morning again nothing. I checked for voltage at fuse 18 (PCM IGN) and have 12.7. Checked the Maxibreaker for the starter and have voltage. However I have no voltage at Starter 1 relay. I also have no voltage drop when turning the key to start. All fuses are good. I'm not really sure how to check relays or jumper the starter relay to try that. I also jumpered the starter maxibreaker and still no voltage at the relay so I assume the maxibreaker is good.

So this is about the extent of my knowledge. I am now lost in regards to a next step. Any help would be greatly appreciated. We can get to the terrible oil leak after this.

The only codes I had were 2 ABS codes and these.
P0603 - Control Module Long Term Memory Reset
C1738 - Exhaust Solenoid Valve Short to GND
C1763 - Right Rear Position Sensor Input Fault

Update.

The problem is intermittent. Started working yesterday but now back to nothing. Any ideas. Starter relay 2 powers up but nothing on starter relay 1.

Any help with direction is greatly appreciated.
