Don't take the supercharger belt off, all that tells you is that the engine has no balls w/o a supercharger. Even if his bypass was stuck wide open it would be much quicker with the belt on.
Premium means 91 or higher Unleaded Gasoline. The higher octane the less likely you are to have Knock Retard.
There are no cells in the PCM that "learn your driving style". Throttle position is throttle position. The further you push down the pedal the faster you're going to go, doesn't matter whether a 16 year old with a lead foot just drove it or your grandmother has owned it since new and never gone beyond half throttle. There are a few cells in the transmission that change over time and based on the average driving, but it's not enough to notice driving down the road. The computer is ALWAYS ready for whatever you're going to do, whether it's WOT or Driving Miss Daisy.
I hope you mean 17 or 18 MPG in town. These cars are capable of 30+ MPG on the highway.
The BCA shaft should have approximately 90* movement from idle to closed. Have you tried spraying some penetrating lubricant around it to see if the shaft loosens up? Unbolt the BCA and twist the shaft back and forth, making sure it has free movement everywhere.

I'm going to fix it Friday...on my way home last night I got my ass handed to me by a Mini Cooper S...this must stop now. I already hate anybody who drives a mini and I hate it even more when they're passing me as I have the throttle matted. Boost gauge won't go past +1...Hopefully a lubed BCA shaft will remedy the issue. If it's the BCS where can I find a replacment? Haven't been able to locate one anywhere on the internet?

This fixed it! The BCA Shaft was sticking pretty bad. I lubed it up with some 3 in 1 oil and it didn't do much. Tried the penetrating lube and I could see the rust colored gunk running off the shaft. It freed it up really quickly...took it for a drive...night and day difference. Holy hell is this car FAST..and it's STOCK. Although he is the Grand Prix god...I would point you to Morad for a replacement, and I wouldn't play around with lubing it up, etc. Just get a replacement...they will have lots.
