Is it the O2 I need some advice

I have a 95 bonneville se. On start up it will idle fine and drive fine. Once the thermostat opens up, the Rpm's will fluctuate the check engine light comes on and the car will run extremely lean.But the problem does doesn't always exist it will go from a fluctuating idle at one stop to a consistant idle at the next. I've checked and repaired all vacuum leaks I found two, I also cleaned the mass airflow sensor. Since it is a 95 it's need's a ODM1 scanner the parts store only scans with a ODM2. Every shop I've called wants 65-100 bucks to scan it, I feel like I'm being cheat to pay $65 for maybe 5 minutes of work

It only fluctate at idle

Unplug the EGR valve and see if the behavior changes.
