Thanks for the comments. I don't understand how all of our apparent facts fit together. The gage was a new loaner tool. See my other post for details. In the end, the new fuel pump made the difference, and that was a 13 psig increase measured as 25 to 38 psig. Runs great now. Spec is 40 to ...

I wouldn't worry too much about your fuel pressure at 36 to 38 psig. Check my post on P0300, 305, and 171 codes. My new restored pressure is 38, but it was as low as 25 psig. My second Olds is a 1992 88 Royale. It had the same issue. Stalled while turning and that was made worse at lower tank levels. Running with less than 1/4 tank was not advised at all.

Update:
Test drive on the way home yesterday; 35 minutes idling in stop-and-go traffic with coolant temp at 200 deg F - no problem this time at all. Tried a hot re-start after shopping for 10 minutes; still no problem.
Problem solved it seems.

A hacksaw blade will work if you can insert it between the screw cap and the bracket. You'll only be able drag two or three teeth across the screw's side at a stroke as you flex the blade and push / pull it, but eventually it will cut all the way through. I did this on a 92 Olds 88 last year ...
